Housing Executive Order Targets Costs
Federal actions address mortgage expenses, factory-built housing and institutional investors.
President Trump signed an executive order on October 22 aimed at reducing single-family housing and mortgage costs. NAHB welcomed the action and called for continued efforts to reduce regulatory burdens affecting housing affordability.
The order directs federal action in several areas:
- Launch a pilot program to proactively cancel mortgage insurance for eligible borrowers who meet equity and other requirements.
- Make the Federal Housing Finance Agency’s title insurance waiver pilot permanent and expand access to eligible borrowers.
- Reduce interest rates on qualifying single-family loans issued directly by the U.S. departments of Agriculture and Veterans Affairs.
- Establish a Task Force on Manufactured Housing Innovation to promote modern production methods, improve quality and reduce construction costs for factory-built housing participating in federal programs.
NAHB plans to work with the relevant federal agencies as the order is implemented.
Separately, the Treasury Department proposed regulations implementing restrictions on certain single-family home purchases by large institutional investors. The restrictions take effect January 7, 2027, with exceptions for qualifying transactions such as build-to-rent, renovate-to-rent and homeownership programs.
The public may comment on the proposed Treasury rules through November 23, 2026. NAHB will also submit comments.
